ADJUNCT FACULTY MEMBER: J. Sargeant Reynolds Community College (Richmond, Virginia). A part-time faculty member in the Engineering and Applied Science Department providing instruction in the Engineering Technology Associate Degree Program and the Computer & Electronics Engineering Technology Associate Degree Program.

ENGINEERING CONSULTANT: FORCON International - Virginia, Ltd. Providing expert-consulting services based on more than 30 years experience in human-machine interface design, human factors, nuclear power station design and electrical and electronic engineering.

 

ENGINEERING CONSULTANT: National Forensic Consultants, Inc. (Richmond, Virginia). Providing expert-consulting services based on more than 30 years experience in human-machine interface design, human factors, nuclear power station design and electrical and electronic engineering.

 

SUPERVISOR OF ENGINEERING - DESIGN: Virginia Electric and Power Company, Nuclear Operations Department, North Anna Power Station (Louisa, Virginia). Responsibilities included managing a staff of electrical, mechanical, and chemical engineers in providing operational and maintenance support, and developing modifications to the station's two pressurized water reactor power plants.

 

SENIOR STAFF ENGINEER: Virginia Electric and Power Company, Nuclear Electrical Engineering Department (Richmond, Virginia). Human factors engineer and lead electrical equipment qualification engineer; responsibilities include interpreting and applying industry standards and federal regulations. In addition, Mr. Pinion prepared calculations, technical reports, and design modifications, and directed other engineers in various aspects of power plant design and operational support.

 

DESIGN CONTROL ENGINEER: Virginia Electric and Power Company, Nuclear Operations Department, North Anna Power Station (Louisa, Virginia). Responsibilities included coordinating modifications developed by consultants and the corporate and station engineering staff. Coordinating the modifications involved providing the lead technical review. This review ensured that modifications complied with appropriate regulations, standards, and sound engineering principles.

 

While working with Virginia Electric and Power Company for more than 26 years, Mr. Pinion implemented the following major cost savings programs and issued the following major publications:

  • Recommended material substitutions in solenoid valves to extend equipment lives ($12,000/year savings).
  • Managed an electric equipment monitoring program that extended replacement schedules ($150,000/year savings).
  • Provided technical justification not to implement certain Nuclear Regulatory Commissions mandated human factor modifications to the Surry Control Room ($10,000,000 in savings).
  • Publication: "A Capital Budgeting Model for Nuclear Power Plant Using Multi-Attribute Decision Analysis," April 1990.
  • Publication: WCAP-14764, "Aging Management Evaluations for Cables, Connectors, and Buswork", Co-expert panel member in the development of a Westinghouse Owners Group document, published in 1998.

 

ENGINEER, DESIGN AND DEVELOPMENT: Raytheon Service Company (Virginia Beach, Virginia). Responsibilities included managing installation teams, designing and testing electrical and electronic systems and the operator's interface for U. S. Navy ship and shore facilities.

 

ELECTRICAL ENGINEER: Department of Defense, Norfolk Naval Shipyard (Portsmouth, Virginia). Responsibilities included designing internal communication and weapon systems for U. S. Navy surface ships. The design included the complete electrical and electronic systems and the operator's interface to the system.
